I've always found college and university job boards to be fruitful on the hiring side of the equation. Most colleges allow Alumni to use these resources and many colleges publish them openly to the public.
On the searching side: network, network, network - it might suck but in today's tough market who you know really counts.

Dice.com doesn't seem to be in your system - Dice is the number 1 source for tech jobs - I've used them a number of times to find work in my industry over the years. One of the best experiences of my professional career came through Dice. Of course, nothing beats finding companies in your niche, researching them then calling them directly even if they don't list job openings - this has worked twice for me in big payoff ways - neither was hiring at the time of my contact but was "about to".
